Ann Gardiner has more than 20 years’ experience in energy and climate policy and strategy.  Her expertise includes analysis of policy and strategy options, with a focus on energy efficiency, and evaluation of the effectiveness of policies or programmes.  She has experience of managing projects with multiple partners and complex stakeholder engagement.

Her customers have included the European Commission, The World Bank, UK and German Governments, CDP, WWF and the Childrens Investment Fund Foundation.  Recent projects include work for DG Energy on energy prices and energy costs and subsidies. This latter was a 1M euro project covering 28 Member States and delivered in 6 months,  Other projects include work for WWF and the Committee on Climate Change on greenhouse gas removal options. She has also worked internationally, advising the Government of Gibraltar on implementation of the energy saving directive, working on NAMA development in Pakistan and Georgia and helping to develop marginal abatement cost curves for a number of countries. In addition, over the last two years she has worked on projects related to the role of non-state actors such as cities and companies in international action on climate change.  She is on the steering committee of Galvanizing the Groundswell of Climate Action which aims to bring the groundswell of climate actions to a higher level of scale and ambition.

Ann has worked previously for Ecofys, holding a variety of consultant and management positions and prior to that for AEA Environment and Energy (now Ricardo).  During her time at AEA, she was seconded part time to UK Government to advise on cogeneration policy and managed the transposition of the cogeneration directive to UK law.
