Julia investigates market potential, develops indicators, evaluates savings and market effects achieved, assesses progress towards lasting transformational change and recommends strategies to increase the effectiveness of energy and climate initiatives.

Her recent evaluations include serving as team leader or technical expert on evaluations of the World Bank’s Partnership for Market Readiness and Pilot Auction Facility, the Global Green Growth Institute’s Thailand Country Programme, UK’s REPP and CP3, the multi-donor NAMA Facility, a renewable facility for the European bank for Reconstruction and Development, and a meta-evaluation of the Children’s Investment Fund Foundation’s global renewable energy portfolio.  She also reviewed the structure and effectiveness of the Green Climate Fund’s Technical Advisory Panel.

Recent MRV projects includes examining compliance with EU ETS monitoring, reporting, accreditation, and verification; supporting development of the evaluation framework for a national climate change strategy for an EU country and advising on monitoring, reporting, and verification for Nationally Appropriate Mitigation Actions in developing countries.

Julia is adept at managing large initiatives, matching the level of technical rigor to project needs, and enjoys translating complex technical concepts into accessible language for diverse audiences.
