Dian Phylipsen is an international climate change expert with 17 years of experience in the areas of energy and climate change policies, carbon markets and international climate change negotiations. She also worked on understanding and improving industrial energy efficiency and emission intensity (benchmarking).

Dian has been a member of (and advisor to) the Dutch negotiating delegation at various occasions (EU Expert Group on Climate Change, IPCC, COP) as well as the European Climate Change Programme’s working group on Emissions trading, a reviewer of the IPCC Assessment Reports and a UNFCCC CDM review expert. Dian developed the Triptych approach to burden sharing, the basis for the 1997 agreement on the distribution of the European Kyoto target. A key expert on the EU Emissions Trading System she advised the European Commission, national governments and NGOs about its design and effectiveness and helped businesses understand its the risks and opportunities.

Dian obtained her PhD from Utrecht University on the topic of ‘International Comparisons and National Commitments: energy and technology differences in the Climate debate’. Dian also worked at Lawrence Berkeley National Laboratory in the US and with Ecofys, where she set up the international climate change activities, including CDM, emissions trading and post-2012 commitments. Dian worked in the Netherlands, the US, UK and Italy.
