SQ Consult, together with local experts, conducted a needs assessment for Ghana and Peru to identify areas where Switzerland could provide technical assistance to enhance the implementation of the bilateral agreements with Ghana and Peru to implement Art.6.2 of the Paris Agreement. The needs assessment focused on the legislative and institutional framework, processed for coordination, decision-making and reporting and technical capabilities within government to facilitate the authorisation and transfers of ITMOs (Internationally Transferred Mitigation Outcomes) from Ghana or Peru to Switzerland to meet the latter's NDC targets. Based on the needs assessment, a proposal for a technical assistance programme was made for each country.
