A report on how domestic policies can provide building blocks for emissions trading systems  prepared for the German Environmental Protection Agency (UBA) has been published. The report by Wuppertal Institute, Perspectives and SQ Consult looked at the potential for emissions trading systems against the background of Article 6 of the Paris Agreement (ITMOs) and outlines which types of policies are most suitable for transitioning to an ETS and which elements can provide specific building blocks for a future system. It contains two in-depth case studies of Mexico and India, as well as an analysis of the co-existence of domestic policies with the ETS in the EU.
